Training of Livelihood Field Assistants in APFS – Regenerative agriculture, community-based animal care and disaster risk reduction

1. Introduction
   1. Organizational Background 

The Justice and Peace Department of Kotido Catholic Diocese (JPD-K) is one of the 7 Social Service Departments of Kotido Catholic Diocese. The Diocese was founded in 1991 and JPD-K created in 2014. The Organization has been registered in 2009 under the number: T.37517/C.I.NO.643 (Trustees of Kotido Diocese). JPD-K works in the sectors of peacebuilding, conflict transformation, and environmental and land management. As the department of the Diocese, JPD-K works on issues affecting Diocesan territories. These comprise the Districts of Abim, Kotido, Kaabong and Karenga. The Department also engages in cross-border interventions with neighbouring sub-regions (e.g. Acholi) and countries (e.g. Kenya and South Sudan). 

1. Project

JPD-K is implementing a Project titled “Holistic Reintegration of Demobilised Youth combatants in Northern Karamoja” in Kotido and Kaabong Districts. The overall objective of the project is to consolidate peace in North Karamoja through the reintegration of the disarmed youth. The Project is constituted by two components: (1) socioeconomic reintegration and (2) psychosocial reintegration/reinsertion of the disarmed youth.

Northern Karamoja, has endured decades of armed conflict, cattle rustling, marginalization, and chronic poverty. Many cattle rustlers have returned their guns and come back from the bush but are now seeking alternative livelihoods in order to sustain themselves and their families.

• Purpose, scope and objectives
  • Purpose

To address the gap highlighted above, JPD-K will provide extensive field skilling to the identified disarmed youth combatants (DYCs) in their respective locations. Livelihood Field Assistants (LFAs) will play a crucial role in this process by skilling DYCs in regenerative agricultural practices, community-based climate smart livestock production and care and disaster risk reduction (DRR) through the Agropastoral Field School (APFS) Approach. In light of the above, JPD-K is seeking an experienced consultant/institution/firm to develop and deliver a tailored capacity-building training for the LFAs focusing on APFS extension, regenerative agriculture practices, community-based climate smart livestock production and care approaches and DRR. The training will enhance the knowledge, skills, and confidence of the LFAs to:

• Deliver structured, culturally adapted APFS trainings to the disarmed youth;
• Effectively support the DYCs in their socioeconomic reintegration process;
• Increase the resilience of beneficiaries and the success of IGA creation and sustainability;

• Specific Objectives

The consultancy will:

• Develop a comprehensive training program and contextually relevant training curriculum on regenerative agriculture, community-based climate smart livestock production and care practices and APFS approach;
• Train 6 Livelihood Field Assistants on regenerative agriculture, community-based climate smart livestock production and care and DRR;
• Equip LFAs with practical skills to conduct APFS on the ground including methodologies to be utilized.
• Provide support to the Livelihood Officer in the development of a field training curriculum for DYCs;
• Produce a final technical report, including pre/post training evaluations, feedback analysis, and recommendations for future scale-up.

• Deliverables
• Curriculum design – (a) Detailed training program on regenerative agriculture; (b) detailed training program on community-based climate smart livestock production and care; (c) detailed training program on DRR related to (a) and (b).
• Training materials – Facilitator’s Manual; Trainee Handbook; Practical tools; PowerPoint presentation; Pre/post-test tools
• Training Delivery – (a) Deliver an intensive training program to 6 LFAs focusing on the topics highlighted above; (b) Use interactive and adult-learning methods including, and especially practical engagements in the field; (c) Provide post-training remote mentorship support.
• Final evaluation and report – (a) Conduct pre- and post-training assessments to measure knowledge and skills acquisition; (b) Collect qualitative feedback to assess confidence, relevance, and usability; (c) Submit comprehensive reports with: Training session reports per batch; Participant database and attendance; Recommendations for follow-up, supervision, and refresher training.

• Timeframe

The consultancy will be implemented over a 1-month period starting from the second half of July 2025 and ending in August 2025.

• July: Inception, curriculum development, and material preparation.
• August: Training delivery, Evaluation, reporting, and closure.

• Qualification and experience
  • Degree in Agriculture, Animal Science and other related studies,
  • Minimum 5 years of proven professional experience in the sector, especially in humanitarian or post-conflict settings.
  • Experience in implementing APFS is essential.
  • Certified experience training ToTs or field staff in APFS.
  • Strong understanding of Karamoja’s socio-cultural context and youth reintegration dynamics.
  • Excellent training, facilitation, and report writing skills.
  • Fluency in English. Working knowledge of Ngakarimojong is an added advantage.
