Introduction
The Justice and Peace Department (JPD-K) is one of the seven Social Services Department of Kotido Catholic Diocese. The Department is active in the following sectors: peacebuilding and conflict resolution and environmental and land management. JPD-K aims at building a violence-free society where people live a just, peaceful and prosperous life according to the social teaching of the Church and where communities handle conflicts constructively and treat each other with respect.

JPD-K is currently looking for qualified candidates to implement:
- A 3 year-long Project “Holistic Reintegration of Demobilised Youth Combatants in Northern Karamoja” financed by the Italian Episcopal Conference (CEI). The Project seeks to consolidate peace in North Karamoja through the Disarmament, Demobilization, Reintegration and Reconciliation (DDRR) approach with a specific focus on the (socioeconomic and psychosocial) reintegration component.
- A 3 year-long Project “Towards Integrated Demobilisation, Reintegration and Reintegration in North Karamoja” financed by Mondo Aperto Onlus.

| Position: MEAL Officer No. of positions: 1 Location: Kotido, Uganda, with extensive field travel Contract: Full-time position (40h/week) Reporting to: Project Manager and Department Coordinator Duration: 3 years (probation of 3 months. Contract renewed annually) Gross salary: 1,500,000 UGX to 1,820,000 UGX depending on experience (subject to increase should new Projects be awarded). 25 days of annual leave pro rata. | |
| Job Purpose Under the direct supervision of the Department Coordinator and Project Manager, the MEAL Officer will be responsible for supporting the Department by developing and coordinating the implementation of comprehensive MEAL systems to improve the quality and enhance the Department’s ability to demonstrate the impact of our responses. The MEAL Officer will provide thorough support to all Departmental interventions. | |
| Key Duties and Responsibilities Undertake overall lead and provide support to the Department team in designing and ensuring the operationalization and implementation of effective MEAL strategies and plans for development and peacebuilding programmes at all levels in line with agreed standards. Participate in the design of tools and methodologies, needs and impact assessments, monitoring exercises and internal evaluations of Departmental Projects. Facilitate and manage external evaluations. Provide extensive support to the Project Manager and Department Coordinator for the development of periodic reports.Support the provision of feedbacks in relation to relevant information and data to relevant stakeholders, staff and partners. Facilitate identification of needs, planning, and implementation of the Department team capacity building in MEAL. Ensure that all MEAL work is carried out in a way that is sensitive to gender and protection issues.Perform any other duties as required by the Project Manager and the Department Coordinator. | |
| Qualifications, skills and experience Bachelor’s degree in economics, development economics, statistics, development studies or closely related field from a reputable university. Specialized training in monitoring and evaluation or a combined professional qualification and sound experience. At least 3 years of solid multi-project experience as a MEAL specialist, 2 of which as MEAL Officer in peacebuilding/development programmes. Proven ability to advise and lead on the development and implementation of MEAL strategies, plans and systems in complex peacebuilding and development programmes.Experience with statistical packages (e.g. SPSS, R) and familiarity with IT applications to support MEAL and information management. Strong experience in influencing, managing, advising, training, and coaching others on MEAL.Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision. Good organizational skills, attention to details and ability to work under pressure. High degree of computer literacy and word processing and Excel skills.Good teamwork and interpersonal skills. Appreciation of issues of confidentiality, and cross-cultural and political sensitivity. Fluency in English (written and spoken) and Ngakarimojong.
